15 years in support of NATO

The NATO HUMINT Centre of Excellence (HCOE) has been a key contributor to the North-Atlantic Alliance for the past 15 years. Established in 2010, the Centre plays a vital role in shaping Human Intelligence (HUMINT) capabilities across NATO, focusing on doctrine, organization, training, materials, leadership, education, personnel, facilities, and interoperability.
In response to NATO’s evolving defense strategies, including the focus on Multi-Domain Operations and the optimization of NATO Command Structure, the Centre continuously adapts to enhance HUMINT practices. This adaptation involves leveraging processes, technologies, and human capital to innovate and standardize intelligence procedures. The Centre’s proactive approach is driven by a robust top-down and bottom-up system, ensuring the integration of lessons learned and the development of new concepts, resulting in enhanced operational interoperability.
One of the Centre’s key functions is the custodianship of NATO HUMINT doctrine, tactics, techniques, and procedures, as well as the NATO HUMINT Operator’s Ensemble Toolset. By standardizing HUMINT practices, the Centre ensures operational coherence and interoperability within the Alliance. It also contributes significantly to NATO’s terminology database, NATOTerm, ensuring a shared understanding of HUMINT terms across member nations.
The NATO HUMINT COE collaborates closely with Academia and Industry, extending its outreach and enriching its knowledge base through conferences, workshops, and research projects. This relationship supports the development of future intelligence professionals and facilitates the exchange of innovative ideas. Furthermore, the Centre’s lessons learned and analysis capacity helps identify best practices and ensures continuous improvement in HUMINT operations, adapting to emerging threats.
As an accredited education and training facility, the Centre provides comprehensive programs that standardize HUMINT practices across NATO nations, enhancing operational effectiveness and fostering interoperability. These programs are crucial for the ongoing professional development of personnel, enabling them to meet the evolving demands of multi-domain operations.
The Centre also chairs key NATO HUMINT working groups, ensuring strategic alignment and enhancing the overall effectiveness of NATO’s HUMINT capabilities. Through public diplomacy initiatives, such as the “We Are NATO!” campaign, the Centre promotes NATO’s values and mission to the public.
Celebrating 15 years of success in July 2025, the NATO HUMINT Centre of Excellence continues to be a pivotal player in NATO’s transformation, driving HUMINT capability development and fostering greater cooperation across the Alliance.
